{$IFDEF VER360} is true for Delphi 12 only, so code guarded by it is silently left out as soon as you move to Delphi 13. {$IF CompilerVersion >= 36.0} is true for Delphi 12 and every later version, which is almost always what you want.
Point releases such as 11.1 or 12.2 keep the same VER define and CompilerVersion as the original release, so those cannot tell them apart. From 10.4.1 onwards, each point release adds an RTLVersion constant to the System unit, such as RTLVersion111 for 11.1. {$IF Declared(RTLVersion111)} is true on 11.1 and every later version, and still compiles on versions that do not have the constant.
